During this time of economic uncertainty, a lot of potential homebuyers are beginning to waver. They want to buy a home and, in some cases, they’ve found the perfect home; but, they just can’t sign on the dotted line. Well, I have news for the wavering homebuyer. While you are going back and forth or continuing to look for a better deal, your dream house may be sold right out from under you! Contrary to the news reports, people have not stopped purchasing homes. While the housing prices went down, the number of homes sold went up (according to the National Association of Realtors – NAR). And now that the government has introduced an economic stimulus package, more buyers are entering the scene. A few key events have given the housing market a boost: 1) lower interest rates, 2) conforming loan limits were increased as high as $729,750 in certain metropolitan areas (previously capped at $417,000) and 3) FHA has new loan limits ranging from $271,050 to $346,250. In addition to all of the changes, the existing programs such as down payment assistance are still available. By using a down payment assistance program, a homebuyer can receive a gift of up to 10% of the purchase price to use as a down payment or to offset closing costs. The funds are a gift. They never have to be repaid! These programs are usually designed for the first time homebuyer; but, there are some for those who are not purchasing their first home. Funds are available from charity organizations as well as government housing agencies. Most cities and counties receive federal funds to aid their residents in purchasing a home. There are also programs designed for persons in certain occupations, such as teachers, firefighters, police officers and doctors. Now is a perfect time to buy a home! When is the real estate market going to hit bottom or bottom out? That's the million dollar question. The answer is going to vary by market and quite frankly, from house to house. Buyers and sellers are in control of when the market hits bottom. Currently, in the Atlanta market there are so many vacant houses. When the market was "hot", sellers were purchasing new homes before selling their old homes and investors were snatching up properties in hopes of flipping them. In many cases, sellers are now carrying two mortgages and investors have more than likely exceeded the grace period allowed by their mortgage companies. If a house has been vacant for a long time, a buyer can probably get a good bargain. Builders are offering unheard of incentives and price reductions to sell their standing inventory. I recently had an encounter where a builder dropped the price by nearly $300,000 if the buyer closes by 12/31/07. Some builders are offering thousands of dollars in upgrades, finished basements and even to make mortgage payments to get their homes sold! If a new construction home does not have a feature you want, ask for it. The same is true if the home has something you don't like (such as flooring, light fixtures, plumbing fixtures, etc) ask to have it changed. Buyers in today's market should not delay making an offer on a house they really like if their only reason for hesitating is because they are waiting for the market to hit bottom. Each buyer can create his own bottom. The bottom for any given house is going to be determined by the buyer and the seller. The buyer has to determine how much he is willing to pay for a house and the seller has to determine how much below the list price he is willing or can afford to accept. Hopefully, they can come to an agreement. Buyers should not wait for sellers to lower their prices, go ahead, make an offer! Mortgage rates are still low and contrary to popular belief, there are still some good mortgage programs available.

Pets aren't welcome at some developments. But some condo, townhome and single-family communities are paying more attention to buyers wanting the best home possible for their furry friends by adding amenities with a focus on exercise and socialization for pets. That's because the number of U.S. households with pets is growing, up from 56 percent in 1998 to 63 percent, totaling 71.1 million homes, according to the 2007-08 National Pet Owners Survey by the American Pet Products Manufacturers Association. "I'm finding that especially in certain groups, like the baby boomers, that their kids are all gone, these animals have taken the place of their kids that have left," said Pam Gebhardt, a real estate agent with ReMax Greater Atlanta. The 1.1-million-square-foot building, brownish-red granite with a stair-step design, is one of downtown's landmarks. The two companies have been the only owners of the 51-story tower, which opened in 1982. "With the strength of the local commercial real estate market, many major Atlanta companies (Bank of America, BellSouth, IBM and Wachovia) in recent years have decided to sell their office buildings to commercial real estate companies or other investors, and lease their space from the new owner," Georgia-Pacific president and COO Jim Hannan said in a memo to employees. "Like these companies, we recognize that owning commercial real estate assets is not core to our operations and so we will look at this as well as other ownership options."
